One problem i have with this question is that "easy" is different for everyone. For example, getting 99 Slayer may be an easy task for someone who does physical labor all day since you just sit and click , while it would be considered a challenge to those who play Runescape. Then there's another issue that makes this a bad question. Some people consider fishing "easy" since all you do is sit back and watch, while this may be "hard" for others who have problems keeping still.
If you're the kind of person who would rather sit back and relax, i recommend Attack or Defense. You can fight monsters such as Daganoths or Bandits and be afk for extended periods of time without dieing or being logged out. This method is cost effective and medium speed, but you can train without even being there.
If you are the kind of person who prefers medium concentration and good speed then try something like Cooking or Fletching. You only have to check in about once a minute to bank and reset the process. These are both cheap methods. You can also be the kind of person that believes fastest is easiest. If this is the case, i recommend Firemaking with Magic Logs.
You have to pay attention at all times but the time spent training is very little. Methods such as these are very costly. There's a difference between easiest and fastest. If you are looking for the fastest 99, then I would probably go with cooking. It's not too costly, and it only takes a few weeks. If you are looking for the easiest skill to get to 99, do fishing. You only need one or two items, and it's pure profit.
Did I mention that with this new log out timer, you have to do almost nothing, too? I wish that the timer was this long when I got 99 fishing.

When you achieve 99 cooking, you will get a purple cape of achievement with the cooking logo on it untrimmed if you don't have a 99 already. When you achieve 99 fletching, you will get a blue cape of achievement with the fletching logo on it untrimmed if you don't have a 99 already.
