Then I noticed a subfolder of "Java" called "Lavaware" which was an old program I no longer use. I successfully deleted it via right click. Then I also was able to delete the whole "Java" folder. I then downloaded Java again and it completed the process. I confirmed Javas health by opening a program which refused to open because I didn't have Java.
